About Programme

Afyon Kocatepe Üniversitesi İktisadi ve İdari Bilimler Fakültesi bünyesindeki Siyaset Bilimi ve Kamu Yönetimi Bölümü, 18.08.2008’de Yükseköğretim Kurulu Başkanlığı’nın 22329 sayılı kararı ile açılmıştır. Başlangıçta Kamu Yönetimi adıyla kurulan ve eğitim veren bölümümüz, 05.04.2017 tarihli Yükseköğretim Yürütme Kurulu toplantısında alınan kararla ve ilgili mevzuat doğrultusunda Siyaset Bilimi ve Kamu Yönetimi adını almıştır. 60 kişilik kontenjanı olan Siyaset Bilimi ve Kamu Yönetimi Bölümü’nde derslerin eğitim dili Türkçe’dir.
Bölümümüzde 2 Profesör Dr., 2 Doçent Dr. ve 3 Dr. Öğretim Üyesi olmak üzere 7 Öğretim Üyesi görev yapmaktadır. Ayrıca, 1 Öğretim Görevlisi Dr., 1 Araştırma Görevlisi Dr. ve 3 Araştırma Görevlisi (biri 2547 SK. 35 M. uyarınca bir başka yükseköğretim kurumunda geçici görevli) olarak toplam 12 öğretim elemanı görev yapmaktadır.

Siyaset Bilimi ve Kamu Yönetimi Bölümü’nde öğrencilerin güçlü bir lisans eğitimi almalarının yanı sıra; analiz, araştırma ve sorgulama yetenekleri kazanmış, sosyal iletişimi güçlü, takım çalışmasını bilen, fikir üretme ve savunma yetisi edinmiş bireyler olmaları amaçlanmaktadır. Bu amaç doğrultusunda bölüm; öğrencilerine hızla gelişmekte ve dönüşmekte olan Türkiye toplumunda yöneticilik rolü üstlenme becerisi kazandırmak ve yaratıcı, çağdaş kamu yönetiminin detaylarını içeren bilgilerle donatılmalarını sağlamak için özgün bir ders programı uygulanmaktadır. Lisans programında ilk iki yıl boyunca öğrencilere sosyal bilimler alanında temel dersler verilmektedir. 3. ve 4. sınıflarda ise ilgili bilim dalında daha detaylı bilgi birikimine sahip olmalarını sağlayacak ve uzmanlığa hazırlayacak dersler okutulmaktadır. Bölüm öğrencilerinin bir veya iki dönem Erasmus Programı ile yurtdışında ve Farabi Programı ile yurt içinde farklı üniversitelerde eğitim alma imkanı bulunmaktadır. Siyaset Bilimi ve Kamu Yönetimi Bölümümüz ayrıca 2010 – 2011 Eğitim Öğretim Yılı Güz Dönemi’nde Yüksek Lisans eğitimi vermeye, 2016-2017 Eğitim Öğretim Yılı Güz Dönemi’nde de Doktora eğitimi vermeye başlamıştır.
Siyaset Bilimi ve Kamu Yönetimi Bölümü Mezunları “Kamu Yöneticisi” ünvanını alırlar ve Kaymakam, İdari Hakim, Bağımsız İdari Otoritelerde (SPK, EPDK, RK, vb.) ve Merkez Bankasında Uzman Yardımcısı, Uzman, Bakanlıklarda Müfettiş olarak ve kamu kesiminin diğer alanlarında olduğu kadar özel sektörde ve üçüncü sektör kuruluşlarında (vakıflar, dernekler, kooperatifler vb.) yönetici ve diğer statülerde çalışabilirler.

History
The Department of Political Science and Public Administration within the Faculty of Economics and Administrative Sciences of Afyon Kocatepe University was opened on 18.08.2008 with the decision numbered 22329 of the Higher Education Council. Our department, which was initially established under the name of Public Administration and provides education, was renamed Political Science and Public Administration in line with the relevant legislation and the decision taken at the Higher Education Executive Board meeting dated 05.04.2017. In the Department of Political Science and Public Administration, which has a quota of 60 people, the language of instruction is Turkish.

Qualification Awarded
Upon the successful completion of all academic and administrative requirements of the program, students are awarded a Bachelor’s degree in Political Science and Public Administration. The program is designed to provide students with both theoretical knowledge and practical competencies in the field of public administration. It is structured in accordance with the European Credit Transfer and Accumulation System (ECTS) and is subject to the first-cycle (undergraduate) degree system. Within this framework, the program is developed and implemented in alignment with national and international higher education standards.

Admission Requirements
To be admitted to the program, applicants are required to hold a high school diploma. In addition, candidates must take part in a nationwide centralized student selection and placement examination administered by the Student Selection and Placement Center (ÖSYM). Admission to the program is based on a composite placement score, which is calculated by combining candidates’ scores from the centralized examination with their high school grade point averages. This system aims to ensure a fair, transparent, and merit-based evaluation of applicants’ academic qualifications and equal access to higher education programs.

Higher Grade Transition
Graduates of this program may apply to master’s and doctoral programs offered by national and international higher education institutions, primarily in their own field as well as in related or different disciplines. Furthermore, provided that they meet the requirements set forth by relevant regulations, graduates are also eligible to apply for proficiency in art programs. Admission to graduate-level programs is subject to applicants’ academic qualifications and the admission criteria of the respective programs.

Graduation Requirements
In order to successfully complete the program, students are required to fulfill the total course load specified in the curriculum, which consists of both compulsory and elective courses. Throughout the program, students complete all academic requirements and acquire the necessary knowledge, skills, and competencies defined by the program outcomes. The total course load comprises 50 courses, corresponding to 240 ECTS credits. This structure is designed to ensure a comprehensive and balanced undergraduate education.

Occupational Profiles of Graduates
Graduates of the Department of Political Science and Public Administration receive the title of "Public Administrator" and work as a District Governor, Administrative Judge, Assistant Specialist in Independent Administrative Authorities (SPK, EMRA, RK, etc.) and Central Bank, Specialist, Inspector in Ministries, as well as in other areas of the public sector. They can work in the private sector and third sector organizations (foundations, associations, cooperatives, etc.) as managers and other statuses.

Assessment and Grading
For each course taken, one of the following grades is assigned by the course instructor. The table below presents the letter grades, their grade point equivalents, and their corresponding percentage ranges. Assessment and Evaluation Methods
In the Department of Political Science and Public Administration (SBKY), students’ academic performance is assessed through various tools such as examinations, assignments, presentations, and project work. At the beginning of each semester, the course instructor specifies and announces through the system the assessment methods to be used and their relative weightings in evaluating student performance.
For each course, the assessment components for which students are responsible—such as midterm examinations, quizzes, assignments, projects, presentations, and final examinations—as well as their contribution to the overall grade, are clearly defined. Examination schedules for all assessments to be conducted during the semester are initially prepared as drafts and then finalized based on feedback received from students and instructors. Following approval by the Faculty Administrative Board, the finalized schedules are officially announced to all stakeholders.
A student’s final grade is calculated by applying the predefined weightings to the scores obtained from the specified assessment tools. At the end of the semester, students’ numerical scores out of 100 are converted into letter grades by taking into account the overall success level of the class, and their corresponding values in the four-point grading system are calculated.
Assessment and evaluation practices are conducted in accordance with the principles set forth in the Afyon Kocatepe University Associate and Undergraduate Education, Instruction, and Examination Regulations. The numerical values of grades representing student achievement, their corresponding letter grades, and special conditions related to academic success are defined within the framework of this regulation. Students of the Department of Political Science and Public Administration take midterm and final examinations in both theoretical and practical courses in accordance with the examination and assessment principles of the Afyon Kocatepe University Associate and Undergraduate Education and Examination Regulations. Examinations are conducted under proctor supervision in classrooms appropriate to the number of students and in accordance with rules announced on bulletin boards, the university website, and digital screens located on each floor.
In addition to midterm and final examinations, assignments, attendance, and overall course performance are also taken into consideration in the evaluation of courses. Students have the right to submit a formal written appeal against announced examination results within five working days following the date of announcement.
